Website Templates and Global Section

I built my first website and am quite happy with the result. However, I am wanting to set up global sections and am struggling with my mobile view. The global section from my desktop seems to keep messing up the mobile view, and vice versa. Is there an easy way to set up something where I can lock my mobile sections that will maintain their format, but have the information update when I change my desktop view? (ie. when I update colours, it will transfer across view)
